Why it matters: The agreement sets a framework to explore delivering Nova Scotia offshore wind power to New England through Vermont; it does not announce a purchase, price or timeline.
Vermont Gov. Phil Scott and Nova Scotia Premier Tim Houston signed a three-year memorandum of understanding (MOU) on Oct. 28, 2026, setting a framework for collaboration on offshore wind energy, electricity transmission planning and regional grid integration, the Vermont governor's office announced.
Under the agreement, the two governments will share information and explore opportunities to deliver Nova Scotia's offshore wind resources to New England, according to the release. The full text of the MOU is posted on the governor's website.
Vermont's stated aims. Vermont's office says the agreement opens a path to new sources of power that could help hold down electricity costs and strengthen reliability as demand grows. It ties that to a modernized Highgate Converter, a high-voltage direct current station in Franklin County that links the New England and Canadian grids and moves power in both directions.
Nova Scotia's stated aims. For Nova Scotia, the release says the MOU supports efforts to grow its offshore wind sector and expand electricity connections with other jurisdictions, and that access to New England markets could support investment and jobs in the province. Premier Houston tied it to the province's Wind West effort.
The release does not announce any power purchase, price or construction timeline.
